1 of 6: Talk to Zuben in his palace to get this mission.
2 of 6: He says to go talk to Ugrasal for the details.
3 of 6: Ugrasal wanders around in the lower part of the city that's near the city exit.
4 of 6: As you'll learn from him, this "test" is basically you doing a bunch of missions for various people in order to get your local rep up to 75 points or more.
5 of 6: When it's high enough, talk to Ugrasal and ask him how you're doing with the tests.
6 of 6: Then return to Zuben and tell him you're finished.
