1 of 2: Go south from Vengard's SW gate until you find a guy named Ubel, then talk to him to get this mission.
2 of 2: He'll attack you, so knock him out and loot him, then kill him with a finishing blow. (Or hit him with arrows or magic so he dies automatically.)
