What's the regular way?
1 of 7: Examine the top of the lift to notice that it moves on two tracks.
2 of 7: Start carefully walking along the right-hand track.
3 of 7: Soon after you do, a soldier will run into the red shed down below and activate the lift.
4 of 7: I'm not sure why he does this -- maybe he thinks he's putting you in terrible danger, or something.
5 of 7: If he does think that, he's totally wrong. You can just walk on along the lift track (crouching when necessary) and jump up onto the walkway you're trying to get to, no problem.
6 of 7: And, of course, you should shoot the soldier with the .357 or whatever as soon as you can.
7 of 7: TIP: It is possible to jump over the small trigger point on the right track that makes the soldier appear. Since you can't see the trigger point, you'll need to quicksave and then keep trying until you make it.
