1 of 4: From near the spot where the cops were dropped off, look around until you see a large flickering screen on a big building off in the distance.
2 of 4: It's similar to the large screens you saw Dr. Breen doing his rationalizing broadcasts on in the train station area.
3 of 4: The G-Man can be seen periodically on this screen, though it's hard to recognize him since the images are flickering by so quickly.
4 of 4: You may have to hold down the "Suit Zoom" key and quickly tap the Pause key until you pause it just right.
