1 of 3: Sneak carefully up the stairs so the soldier standing behind the big computer console on the left won't know you're coming.
2 of 3: Shoot him in the head with the .357 or crossbow to achieve a one-shot kill so that the other soldier will run over to investigate without knowing you're there.
