3 of 4: Follow Rosenberg to the lift, then take it down to start the "Power Struggle" chapter.
4 of 4: BUG NOTE: On rare occasions, the lift just descends to the bottom of its shaft without loading the next area and starting the next game chapter. If this happens, restore your most recent save and try it again.
