2 of 4: If there is a doctor and there is still a huge queue, then you may need to send some of the people away or guess at their diagnosis.
3 of 4: Generally, a constantly large amount of people means that you do not have enough facilities.
4 of 4: You can try adding one or more GP's offices and an extra doctor for each extra GP's office.
