Finding the Fourth Piece
1 of 5: Head up the northeastern set of stairs.
2 of 5: Talk to the elven woman Kaylessa, and she says she'll give you the piece of machinery if you kill her former fellow soldiers.
3 of 5: Go up through the remaining three levels of the sub-tower, and kill every elf you find.
4 of 5: Once they're all dead, go back to Kaylessa, and tell her so.
5 of 5: She'll force you to fight her, and once she's dead, you get a random one of her items and the final piece of machinery.
