Who do I need to talk to here?
1 of 4: There's only two people of importance in this area.
2 of 4: One is Soth. If you mention to him that you need an engineering book to fix the bridge, he'll give it to you. You can now automatically fix the bridge. If you free the slaves before talking to him, he'll drop the book you need where he was standing.
3 of 4: The other person to talk to here is Gareth. Convince him you're not here to re-enslave them, and then listen to his story.
4 of 4: If you've talked to Vera, back in the Ice Aquarium, and didn't get her killed, you can tell Gareth that she's alright for a good bit of XP.
