1 of 4: Try talking to people in town about it.
2 of 4: Find Old Wei in the merchant area and show it to him.
3 of 4: Whether you give it to him or not, you won't get any reward, so you may not want to bother.
4 of 4: NOTE: I've heard that you can gain Open Palm or Closed Fist points based on whether you give Old Wei the portrait or keep it, but that doesn't seem to happen on the unpatched PC version.
