1 of 7: To find the scroll, start at the entrance to the Imperial Arena in the Market District.
2 of 7: Find the passage to the left that leads past a boy and ends at a dead end.
3 of 7: Look for a bamboo cask at the dead end. It contains the scroll you're after.
4 of 7: Checking the scroll in your plot items list, you'll see that it refers to a tiger, a cauldron, cogs, and water infused with sulphur.
5 of 7: The cauldron and cogs refer to machines, so go activate the cranking cauldron and the whirling cogs.
6 of 7: The water infused with sulphur can only be referring to a vial of sulfurous water.
