1 of 10: The scroll for this one is in the Scholars' Garden area.
2 of 10: Search the scrollstand in the area just west of the focus shrine to find it.
3 of 10: Checking the scroll in your plot items list, you'll see that it refers to a tiger, iron infused with nickel, electrical current, chimney smoke, and a mechanical cauldron.
4 of 10: Those last three items pretty clearly refer to the machines that you need to activate by using their levers.
5 of 10: The reference to electrical current would indicate the conductor, so activate it.
6 of 10: The chimney smoke would come from a clapper chimney, so activate it.
7 of 10: The cranking cauldron could be considered a mechanical cauldron, so activate it, too.
8 of 10: Then see if you can figure out what item to put in the fuel hopper.
9 of 10: A bar of nickeled iron would fit the "iron infused with nickel" description.
