1 of 5: This is one of the four alternative tasks you need to do after finishing "Meet the Recruiter."
2 of 5: Go to the Golden Way area and enter the Ministry Hostel building that's near the area's NE corner.
3 of 5: Walk over to where Minister Sheng greets you.
4 of 5: Tell him that he can't give his report to Fang, then keep choosing dialogue options about killing him.
5 of 5: Some guards will attack you, after which you'll kill Sheng automatically.
