1 of 2: When you were using the handrails on the cliff to get to the second flock of seagulls, did you notice that there were two sets of handrails?
2 of 2: The higher set will get you to the chest, but it's harder to use. The last handrail is around a curve in the rock; try moving your character to the right as you jump to grab the rail.
