When you see a pile of Lego bricks that jiggle gently when you get close, it means they can be assembled into something useful. Stand close enough to make them bounce, then press the Special key to put them together.
When you see a green build pad, it means you need to first find a box full of parts and drop it on the pad. Once you've done that, assemble the bricks as before.
