First, you need to talk to the pink bomb to activate the cannon hatches.

3 of 5: Shoot yourself to the black wire cage in the corner of the room and you will fall all the way down.
4 of 5: Swim to the bottom and follow the arrows.
5 of 5: You'll pass through two black wire gates and then you'll be in the town.
