1 of 5: Both the hanar and officer have Charm- and Intimidate-related dialogue options that could cause them to give in, but it'll be impossible for you to use those options unless you wait until your related talents are high enough.
2 of 5: The only other option is to give the hanar enough money to buy a license.
3 of 5: Talk to it until you get that option, then fork over 150 credits to finish this objective and get "Inform the C-Sec Officer."
4 of 5: Persuading it to relent will also get you that objective.
5 of 5: If you instead persuade the C-Sec officer to let the hanar preach, you'll get the "Inform the Hanar" objective.
