Plant the Bugs
1 of 6: You have two major options on how to proceed with this assignment.
2 of 6: The first one is to talk to Emily again and use a Charm- or Intimidate-related option to talk her out of the whole thing. Doing so will get you several morality points plus some XP and credits. (More XP than you'd have gotten for planting the bug, in fact.)
3 of 6: The other option is to actually go and plant the bug.
4 of 6: Use the rapid transit console to travel to Wards Locations / C-Sec.
5 of 6: Run over to traffic control, which is the far western room in that area.
