Report to the Council
1 of 3: After you're through talking to squad members, doing merchant business with the req officer, etc., head up to the command deck.
2 of 3: Use the galaxy map to start a cinematic in which you go to the Citadel and speak with the ever-obstructive Council.
3 of 3: During the cinematic, you'll get the "Escape the Citadel" objective.
