1 of 3: You'll first have to finish the fifth objective of the "Citadel: Expose Saren" mission.
2 of 3: Then ride any elevator in the Citadel up and down until you randomly hear a news report that gives you the "Find Missing Researchers" objective.
3 of 3: NOTE: Noveria's "Missing Colony" optional assignment is identical to this one, though there's no need to get it first.
