Talk to the Major
1 of 9: You don't need to enter the compound you're next to, but you should so that you can search it for containers to loot.
2 of 9: When you're done with that, go back outside and run or drive over to the circular cement structure with a big light on top of it.
3 of 9: Look around it for an entrance console.
4 of 9: Inside, make your way to the south end of the area, looking for lootable containers along the way.
5 of 9: The eastern of the two south rooms has two containers in it, and the western room has Major Kyle in it.
6 of 9: Open the door to Kyle's room to start a conversation cinematic with him.
7 of 9: You'll have Charm and Intimidate options that you can use to get him to surrender peacefully.
8 of 9: If you can't or won't use them, everyone will turn hostile, and you'll have to fight your way out.
