1 of 4: You need to talk to your mother to verify Zabaleta's story, and there's only one place you can do that from.
2 of 4: Return to the Normandy and go to its comm room.
3 of 4: Use the interactive terminal there to talk to your mother on the ship she's currently serving on.
4 of 4: After that conversation is over, you'll get the "Speak to Zabaleta" objective.
