1 of 3: Do the "Mordin: Old Blood" mission up to the point where you enter the main part of Tuchanka.
2 of 3: Find Wreav on the urdnot throne on the east side of the area and talk to him. (Note that it'll be Wrex instead of Wreav if you imported a Mass Effect save from a playthru in which Wrex survived.)
