1 of 3: Go through the door next to Kenn's store, then up the stairs and through another door.
2 of 3: Go through the door that's just to the south, then move forward past the "mad prophet" to reach Harrot's Emporium.
3 of 3: Talk to him about the deal with the quarian, then use a Paragon or Renegade option on him to get him to back down (and to give you a discount in his store).
