Seal the Tanks.
1 of 3: Go along the upper walkway until you reach the stairs (or a ladder) that lead down into the lower-floor area with the first tank.
2 of 3: Go up to it and use it to seal it, then go up the stairs at the other end of the area.
3 of 3: Go around to where you can seal the second tank, after which you'll get the next objective.
