Citadel: GX12 Thermal Pipe
1 of 4: After getting the "Priority: Sur'Kesh" mission, finish another non-hub mission (such as the "Grissom Academy: Investigation / Emergency Evacuation" side mission), then talk to Engineer Adams on the Normandy's engineering deck to get this mission. (If you can't get it yet, keep checking with him after every mission until you do.)
2 of 4: The item you need is now for sale at the Elkoss Combine Arsenal Supplies store in the Citadel's Presidium Commons area. (Note that it's also accessible via a terminal in the Normandy's shuttle bay.)
3 of 4: Buy the E-Gel Thermal Conduit, then return to the Normandy and talk to Engineer Adams to confirm that he got it.
4 of 4: Keep checking back with Adams after each mission you finish until he says he installed the thing. That'll finish this mission and get you some XP and rep points.
