1 of 3: Return to the Citadel's embassy area after getting the "Priority: Sur'Kesh" mission, then look near the elevator for Ambassador Dominic Osoba. Talk to him to get this mission.
2 of 3: Pick up the dog tag while doing the "N7: Cerberus Abductions" mission, then return to the Citadel.
3 of 3: Find Osoba in the same spot he was in before, and talk to him to get some XP and rep points.
