Citadel: Target Jamming Technology
1 of 3: In the Citadel's Presidium Commons area, go up to the turian who's standing to the left of the Apollo's Cafe's counter to get this mission.
2 of 3: You can get the jamming tower data you need while doing the "Rannoch: Admiral Koris" mission.
3 of 3: After that mission is over, return to the Citadel and talk to the turian near the cafe counter to get some XP, credits, rep points, and a war asset update.
