  For this solution, the lights will be numbered from left to right:
  
  First, turn the very top dial once.
  In the next row, turn the middle dial once.
  In the third row, turn the third dial once.
  In the fourth row, turn the third and fourth dials once each, and the fifth dial twice.
  In the fifth row, turn the third and fourth dials twice each, and the fifth dial once.
  In the sixth row, turn the first and fourth dials twice each, the second dial once, and the third dial three times.
  In the seventh row, turn the second and fifth dials once each, and the third dial three times.
