How can I select a replacement arbiter?
1 of 5: You will only receive this quest after a certain point in the game -- at least several months after you have completed repairs of your castle. You will then be notified after entering the Harmondale map area that the current arbiter has died and that you must select a replacement. If you don't get this quest, then go off and solve some of the optional quests, spend some time training, or just explore the various lands -- and then keep checking back at Harmondale every once in a while.
2 of 5: The quest itself is really quite simple. The ambassadors from Bracada and Deyja will show up at your castle and ask that you choose their respective arbiters. Pick one and bring him back to the arbiter's house to complete the quest.
3 of 5: The real key to this quest is that your decision will affect the rest of the game. Pick the Bracada ambassador, and you will end up on the Path of Light, with Light Magic and an appropriate set of quests. Or pick the ambassador from Deyja for the Path of Dark, with Dark Magic and a set of "dark" quests. Either way, it's up to you, but you may want to save the game, so you can restore and play the other side if you so desire.
4 of 5: In case you need help finding them, both judges are in the appropriate taverns. Find the judge from Deyja near the stables. Or find the judge from Bracada in the tavern on one of the ridges in the desert, accessible via the teleporters.
