How do I open all the locked cells around here?
  • 1 of 3: Each cell block has a guarded room with a set of levers.
  • 2 of 3: You can enter the room and hit the levers if you want to, but there's really no benefit to doing so (at least not on the main prison level).
  • 3 of 3: The guy you want to rescue for a quest is on the top level.
