Kill a Telvanni target.
1 of 3: Talk to Raven Omayn in the Telvanni Council House in Sadrith Mora about "Rimintil" to get this quest.
2 of 3: Omayn wants you to kill Rimintil, so go find him in Tel Vos' Central Tower (which is a ways west of Vos in the Tel Mora region) and do it.
3 of 3: Besides getting Rimintil's nice Dwemer armor, you'll get a rare and valuable Flamemirror Robe when you return to Omayn and report his death.
