1 of 4: Talk to Rasha at location 41 on the Ald'ruhn map about "pressing business" to get this quest.
2 of 4: If you swear an oath to Zenithar to deliver the shirts, he'll give them to you and tell you to take them to the clothier whose shop is in the Manor District in Ald'ruhn City.
3 of 4: Once you get them, go directly there and deliver them. Until you do, your oath prevents you from getting services from anyone else.
4 of 4: Talk to Bivale Teneran about "Rasha's shirts" to hand them over and get a magic belt.
