Can I do anything about the slavery on Vvardenfell?
1 of 10: There are no big quests where you fight to change governmental policy, but there are always ways you can help.
2 of 10: There are slaves in many different places that you can free if you can find the key to their slave bracers. (The game won't let you use lockpicks, spells, or magic scrolls on the bracers.)
3 of 10: The keys are usually found in the same region that the slaves are in, and they will have explicit names like "Addamasartus Slave Key," "Caldera Slave Key," etc.
4 of 10: Once you have the right slave key, talk to a slave about "go free" to get the option to unlock his bracers.
5 of 10: A lot of the free-able slaves are in bandit caves and strongholds. Addamasartus and Aharunartus in the Seyda Neen region are two such caves you can get started in.
6 of 10: Other areas that have free-able slaves are: Abebaal Egg Mine, Hinnabi, Minabi, and Yakanalit (Bal Fell); Assarnud (Gnisis); Caldera ebony mine, Kudanat, and Shushishi (Ald'ruhn); Dren Plantation, Panat, and Saturan (Bal Ur); Habinbaes and Rotheran (Dagon Fel); Hlormaren and Zainsipilu (Balmora); Sha-Adnius (Ald Redaynia); Shushan (Tel Aruhn); Sinsibadon and the Telvanni Canalworks (Vivec); and Zebabi (Molag Mar).
7 of 10: There are, unfortunately, many slaves you can't free. These mainly include slaves in populated areas and the "cattle" that vampires keep in their HQ buildings for food. When a slave can't be freed, he'll usually say there's no hope when you talk to him about "go free" (or he won't have that dialogue topic at all).
8 of 10: Besides the regular freeing of slaves, there are several misc. quests where you can escort a slave to freedom or help him evade being recaptured. (Some faction quests also deal with the slavery issue one way or another.)
9 of 10: Freeing a slave, whether you're on a quest or not, will increment a counter that keeps track of how many you've freed. On the PC, you can check that counter at any time by pressing ~ to get the console window and typing:
show freedslavescounter
10 of 10: After you free five slaves, talk to the sixth one you free about "go free" after removing his bracers to get the "Twin Lamps" dialogue option. After you free a total of 20 slaves, talk to the 21st one you free about "Twin Lamps" to learn that secret organization's pass phrase. It's important to know for the above-mentioned "Free the Slaves" quest in Vivec and in two of Ilmeni Dren's quests for House Hlaalu.
