1 of 4: The usual reason for this is that you don't meet the starting attribute and skill requirements.
2 of 4: The exact attribute and skill requirements for each faction are listed in the "Sign-up" hints underneath the list of people you can sign up with.
3 of 4: One way to raise your attributes and skills is to level up.
4 of 4: Another is to drink potions or cast spells that temporarily increase them -- the sign-up guys will only look at the boosted values, not the normal ones.
