Travel Tip
Use the Mages Guild to teleport to Vivec, then head a short distance north of Vivec's Foreign Quarter and cast Divine Intervention to get to Pelagiad. Then head straight north to get to the ruins. (You don't even have to fight that Snowy Granius character at the bridge if you go this way.)
