The Elder Scrolls III: Morrowind Hints
Report to Caius Cosades
1 of 7: This quest is given to you by Sellus Gravius in Seyda Neen's Census and Excise Office near the end of the character creation portion of the game. Talk to him about "Morrowind" and then "duties."
2 of 7: You have to travel to a different region to find Cosades and finish the quest, so I advise you to put it off until you've thoroughly explored the Seyda Neen region.
3 of 7: Once you're ready to depart, you'll probably have enough money to ride the silt strider to Balmora. On the other hand, you may want to go on foot so you can kill creatures and hunt for treasure. (If so, head north.)
4 of 7: To complete the first main quest of reporting to him, talk to him about reporting and hand over the package that Sellus Gravius gave you in Seyda Neen.
5 of 7: Once you agree to take orders from him from now on, he'll induct you into the Blades. This is an actual faction, but it's associated entirely with the main quest series, so there's no entry for it in the "Faction Quests" hint section.
6 of 7: Talk to him about "orders" to get the next main quest.
7 of 7: If your character's level is under 4, he'll give you 200 gold and advise you to go adventure around and gain more experience before asking him for your next orders. You should take his advice, but you can insist on getting the next quest now if you really want to. (Also, while you're under level 4, talk to the other three Blades members in Balmora about "Blades Trainers" to get some free stuff.)
