The Elder Scrolls III: Morrowind Hints
Kill the Telvanni councilors.
1 of 7: To get Artorius' last quest, you have to have finished his first one, become at least a Wizard in the guild, and finished the entire Main Quest series.
2 of 7: Talk to him about "duties" and "House Telvanni" to learn that he wants you to kill Telvanni councilors Aryon, Dratha, Gothren, Neloth, and Therana.
3 of 7: Gothren and maybe some of the others will already be dead if you didn't skip the Telvanni Hortator quest in the main quest series. See that quest's first hint to find out the locations of all the councilors.
4 of 7: All of these councilors are protected by bodyguards and such, and killing them outright will be considered a serious crime (except with Gothren for some reason).
5 of 7: A better way to handle each one is to get caught picking his or her pocket. In some cases (Dratha and Neloth), you won't get a bounty increase at all, and no one else will attack you. In other cases, you'll get a small bounty increase and will have to kill or run from one or two other guys.
6 of 7: The one exception to that is Therana. There's no way to kill her without getting a Murder One rap (over 1,000 gold bounty), so just do it and try to make sure no one else gets killed, since that would add even more to your bounty.
7 of 7: Once you've killed all five councilors that Artorius wants dead, report back to him to get his valuable staff and amulet as a reward. (The amulet has some very useful constant effects on it. Check it out!)
