You can only sign up for the Imperial Legion with Darius, who's in the Madach Tradehouse in the Gnisis village in the Gnisis region. He'll give you an Imperial Chain Cuirass that you have to wear from now on (until you're given better armor with future promotions) when you talk to any Imperial Legion member.
You have to have an Endurance and Personality of at least 30 to join.
