The Elder Scrolls III: Morrowind Hints
Arch-Mage
1 of 8: This is Skink's last quest, and is also the quest that gets you promoted to Arch-Mage.
2 of 8: Ask Skink about "duties" after finishing all his other quests and becoming a Master Wizard.
3 of 8: He'll give you a letter to deliver to Artorius.
4 of 8: The letter demands his resignation and your promotion to Arch-Mage.
5 of 8: Just deliver it to Artorius to get the deed done. (Note that he'll still stay around, so you don't have to finish his two quests before you do this.)
6 of 8: Another way to get Artorius to "resign" is to talk to Edwinna Elbert about duties after you finish her last quest (and are a Master Wizard).
7 of 8: You can now talk to Artorius about "Arch-Mage" to get him to challenge you to a duel in Vivec's Arena. If you accept, he'll be in the Arena Pit the next time you enter it.
8 of 8: However, this way isn't preferable, since you get Artorius' neat staff and amulet by finishing his second quest. That makes killing him to become Arch-Mage pointless (unless you've gotten to this point fairly early in the game, and don't want to have to wait a long time to get Artorius' items).
