The Elder Scrolls III: Morrowind Hints
Blood for Mistress Dratha
1 of 3: Once you do the "Murder Rimintil" quest, talk to Omayn again to learn that she wants the Quarra Blood Potion.
2 of 3: You may already have gotten it in the Clan Berne quest "The Blood of the Quarra." If so, you'll have to get if off of Raxle Berne via pickpocketing or assassination. If not, then see the Berne quest for how to get it (just remember to bring it to Omayn instead of Berne).
3 of 3: Omayn will give you a flawed Dwemer jinksword as a reward. When you attack a creature with it, both you and the creature are hit with a Paralysis effect. (Fortunately, vampires are immune to Paralysis.)
