The Elder Scrolls III: Morrowind Hints
Where can I rest safely in this region?
1 of 3: The only place it's legal to rest in town is on bedrolls and hammocks inside houses and buildings (and only if no one else is around). Stand on the bedroll or beside the hammock and Activate it (SPACEBAR on the PC).
2 of 3: There's a bedroll in the storage room in the Census and Excise Office building that you can use.
3 of 3: Also, there are hammocks in some of the local dungeons and in the houses in town. If you kill a person in a house or pick the lock on an empty house, it's then safe and legal to sleep there.
