Shut the Mines Down
1 of 7: Llethri will give you this quest once you successfully complete his "Evidence of Corruption" quest.
2 of 7: There are two ways to shut the mine down.
3 of 7: One is to free all the slaves in the mine, especially Dahleena.
4 of 7: You can find the slave key at the top of the Mining Guard Tower on a table.
5 of 7: Dahleena is in Slave Shack Two, which is right near the guard tower. She's the only one you have to free, but you can always free more in order to get credit for the Vivec misc. quest "Free the Slaves."
6 of 7: The other way is to kill the mine operators (Stlennius Vibato in the Mining Company Office and Odral Helvi in Caldera's Governor's Hall), but that causes political ramifications and cuts you out of a reward.
7 of 7: When either way is done, report to Llethri using the "Caldera ebony mines" dialogue option to finally get his support (and some nice ebony boots if you freed Dahleena instead of killing the two guys).
