1 of 5: Once your stronghold is completed (except for the enhancements available only to the highest two ranks), you'll need to do this and other councilor quests to earn the support of the House Redoran councilors and become Archmaster.
2 of 5: Find Hlaren Ramoran in the Private Quarters of his manor in Ald'ruhn's Manor District and talk to him to get this quest.
3 of 5: He wants you to get some tax money from Hetman Abelmawia in Gnisis, so go do it.
4 of 5: Find Abelmawia in his hut and talk to him to get the 60 gold Ramoran wants.
5 of 5: When you turn the money over, don't try to short-change Ramoran; give him the full 60 gold. If you cheat him, you won't be able to get his next councilor quest, which is necessary to gain his support.
