The Elder Scrolls III: Morrowind Hints
Baladas Demnevanni
1 of 5: Once you reach the rank of Lawman in the House and are ready for promotion to Mouth, you'll have to get Councilor Aryon in his chamber at Tel Vos to sponsor you and promote you.
2 of 5: He wants Baladas Demnevanni as an ally on the council, so go talk to Demnevanni in Arvs-Drelen in Gnisis about it.
3 of 5: If you've already done Demnevanni's "Dwemer Books" quest, he'll readily agree to join. If not, you'll have to do the quest first.
4 of 5: When you report back to Aryon, he'll make you his own personal Mouth and give you a Silver Staff of Peace. (But don't worry -- you don't have to stand around in the Telvanni Council House for the rest of the game.)
5 of 5: TIP: If you don't want to use the Silver Staff of Peace, be sure to keep it anyway for use in a future quest of Aryon's.
