Rescue Arobar's daughter.
1 of 6: Once your stronghold is completed (except for the enhancements available only to the highest two ranks), you'll need to do this and other councilor quests to earn the support of the House Redoran councilors and become Archmaster.
2 of 6: Talk to Miner Arobar in the Manor Bedrooms in his manor in Ald'ruhn's Manor District about getting his support to learn that he'll never willingly give it.
3 of 6: Talk to Athyn Sarethi in his manor about it to learn that House Telvanni may be influencing Arobar.
4 of 6: Go to Sadrith Mora, which is a Telvanni town, and ask around to find out that Telvanni councilor Neloth is holding Arobar's daughter hostage in Tel Naga.
5 of 6: Once you find Nartise Arobar and escape the tower, escort her to the docks and leave her there, then return to Sarethi to learn that Arobar is more cooperative now.
6 of 6: Go talk to Miner Arobar now to get his support and a reward.
