  • 1 of 4: To get the contract, go talk to Duke Vedam Dren on the second floor of Ebonheart's Grand Council Chambers in the Vivec region about "construction contract."
  • 2 of 4: Vow to help his people, and the contract is yours.
  • 3 of 4: To get the land deed, go visit Baren Alen in the Hlaalu Vaults (accessible through the Hlaalu Treasury in the Hlaalu Waistworks in Vivec).
  • 4 of 4: You can either buy the land deed from him or pick his pocket and take it.
