3 of 8: If you go there, you can find three people who know where she is, but they may have to be bribed or admired a bit before they'll tell you.
4 of 8: However, I don't have to be, and I'll tell you that she's hiding in the St. Olms Underworks.
5 of 8: Go to the Canalworks and then the Underworks, and you'll find her standing around in one corner.
6 of 8: Talk to her about "Census and Excise agent" to find out that she's hiding from one of those.
