1 of 10: After you complete the "Dredil's Delivery" quest, you can talk to Mevure Hlen in the Tailors and Dyers Hall in the St. Olms Waistworks to get this quest.
2 of 10: Talk about "prices are a bit high" and "bureaucracy."
3 of 10: What she wants is the letter listing prices that you delivered from Llaalam Dredil to J'Zhirr.
4 of 10: So go talk to J'Zhirr in the East Empire Company hall about it.
5 of 10: He says it's in a safe place.
6 of 10: It's in a locked chest that's behind the locked door that's right next to J'Zhirr.
7 of 10: It's very hard to lockpick the door without being seen, even with a good Sneak skill and/or Chameleon spell.
8 of 10: One way to handle the situation is to stash all your stolen goods somewhere temporarily and then let yourself get caught picking the lock. The fine is very small, so just pay it.
9 of 10: Another way is to wait until there are no guards in the room with J'Zhirr. Then quickly pick the lock, enter the room, and close the door behind you. After picking the lock on the chest and getting the letter, open the door and run for the exit. No guards outside the company hall will run after you.
10 of 10: Once you make your getaway, deliver the letter to Hlen for a reward of a two-point increase to your Mercantile skill.
