Sealed Orders
1 of 7: Helvi is in the Governor's Hall in Caldera, which is in the Ald'ruhn region. You start on his quests after getting Crassius Curio to become your house sponsor and promote you to Kinsman.
2 of 7: His first quest is to deliver sealed orders to the Hlaalu Treasury in Vivec.
3 of 7: However, you're not supposed to turn them over to Baren Alen like you did in one of Arethi's quests. You're supposed to give them only to Tenisi Lladri.
4 of 7: Doesn't that sound suspicious? Such things are usually delivered to the head clerk, who is Baren Alen.
5 of 7: Perhaps you should take Crassius Curio up on his suggestion to consult him about all of Odral Helvi's quests.
6 of 7: Go talk to Curio in his manor in the Hlaalu Plaza about the sealed orders, and he'll give you 500 gold and promise that properly altered versions of the orders will be delivered to Lladri.
7 of 7: You can now go report success to Helvi to finish the quest. He'll never know the difference!
